Did this just come up? I notice it's on all your skills at 99 and with virtual levels exceeding. Maybe it's one of those thing under the "experience" section?

It's skills with temporary boosts.

I think if you turn off virtual leveling and it will only do it when you overload or wear a max cape but probably wrong

You'd think they had learned their lesson from those players with the strange boxes that had to quit because their inventory was full of unending boxes that relied on color vision to solve them.
