Yeah its fucking stupid, spent like 30mins trying to figure this out like 4-5 days ago and realized this is the case, i cant turn in a would-be relic or collection lol..

From the same people who put this amazing, god-tier staff into the game that was supposed to make the Staff of Sliske crash to 200M due to its incredibly powerful special effect... without its incredibly powerful special effect. The rollout of this skill really was quite smooth, but anyone who has any tiny amount of faith in this company not to make ridiculous and seemingly-impossible mistakes really needs to teach me a lesson in mental fortitude because these guys never fail to just boggle my mind with some of the stupid shit they manage to pull off.

How could they possibly know if the staff worked. Hard to test, you would have to give yourself the item and then hit anything that attacks with melee. Player base has standards that are just way too high.
