Unless you count the loyalty store, which I do not because that is virtually identical to membership benefits. Or the items given to people who attended RuneFest, but all of those are cosmetic and thus cannot be classified as "Pay-to-win".

But yeh. Runescape has been Pay-to-win since they added the Squeal of Buyscape.
