The newer high-level weaponry and EoC damage balancing means weapons of a higher tier will still remain best for damage output, even if certain lower-level weapons do get a buff. So dragon claws or an Armadyl godsword with their special attacks will still be outclassed by chaotics and drygores. 

Our aim is for special attacks to add variety and tactical choice within weapon tiers, not to break the tiers! We’ll use the beta servers to gather feedback on the relative power of special attacks, so that we find a good balance between them being meaningful without upsetting the weapon tiers.
