People have been multi-logging since the early days.  While it does technically gain an unfair advantage, it's minimal compared to the advantage gained by Jagex selling gold and xp.  In 2001 pre-wildy Bluerose13x used to walk around with her "mule" behind her while mining and smithing to save time on banking.  She was known for it, and even had it dressed up as her twin, but there was no Jagex policy at the time.

Actually I misspoke- that was before item banks (banks used to only store gp), so she would take her mule directly from the mine to the smithy.
