Gold swapping?

Wanted to make an 07 acc, but only if I was able to start it off with some supplies. Just to be Clear, is it against the rules to do this?

its not against the rules per-say but jagex does not condone trust trading, which is what swapping is. You should be wary who you do swapping with  as the chance to get scammed is fairly high, also its a possibility that you could get banned if the person RWTS as you might be suspected of buying gold.

I've used "Jaws Swap" fc a couple of times to transfer OSRS gold to RS3, if you're in need of a trustworthy swapping service.

What are the reasonable rates of Transfer? I only need like 5m old school, what is that 20m rs3?

Well, Jaws Swap's listed rates on Twitter are 6.3:1 and 1:5.5. I think that means 6.3M in RS3 gets you 1M in OSRS. I haven't really looked into competitors, because trust was worth more to me than rate.
